The project was conceived and established by David W. Packard, the president of the Packard Humanities Institute (PHI). It receives its financial support from PHI (through a non-exclusive contract) as well as considerable technical expertise for the task of computerizing epigraphic texts and preparing them in a format suitable for the CD-ROM. The final preparation of the texts and the distribution of the CD-ROM are carried out by PHI.
